UPDATE: I get it! Notice the Snow Beta Hat Ninja is wearing? How do you get it you asking? Well, first of all, you have to play a round of Card-Jitsu Snow and reach the Bonus Round, then you'll get the item.

Log on to Club Penguin and you can find it in your inventory.
