This seems to be a rare item, but it's not. Why? Because it was released many times, from the Christmas Party 2005 to the Holiday Party 2009. It was also released during December 2010's Penguin Style and Series 1 and 5 of the Treasure Book.
Did you know there are three versions of the Santa Hat? If you have all three, you can see three Santa Hat's in your inventory. In Club Penguin's first ever Christmas Party, (Christmas Party 2005) 10,900 of them were already given away! You can see how populated Club Penguin went in their third month!
